LNG Export Proposal – Eddystone, PA

DRN learned through dozens of file requests (FOIAs, RTKL requests) with Pennsylvania agencies, federal agencies, and Governor Shapiro’s office some information about what LNG export facilities are being secretly planned and precisely where. We have learned that LNG interests and companies have met privately with officials in the PA Governor’s’ office, the Dept. of Community and Economic Development, local officials, and even with the White House, to push LNG projects in southeastern PA. But nothing has been revealed to the public about the proposal(s) even though the records DRN has received exposes that there is tremendous energy being invested by LNG export proponents to influence the agencies that would support their ventures. Despite all this secret activity, there are no permit applications as far as public records show. We have unearthed valuable information but have also filed several appeals to try to obtain important records that were redacted or denied by agencies. The records we have received reveal intense lobbying with many participants behind closed doors. Also revealed is that the Dept. of Community and Economic Development and Eddystone Borough have separately entered into a Nondisclosure Agreement with a newly formed entity, Eddystone Energy LLC. It appears this tactic is to move the LNG project forward without public disclosure, seeming to abandon the Chester site and go to Eddystone instead. But the details are still unclear, and Delaware Riverkeeper Network continues to dig for information and share it publicly.

We have learned through our investigative research that Eddystone Energy LLC is not registered as a corporation in Pennsylvania and has a registration in Delaware. EDDYSTONE ENERGY LLC is a Delaware Domestic Limited-Liability Company filed on May 12, 2025. The company’s filing status is listed as Active, and its File Number is 10191348. The Registered Agent on file for this company is Republic Registered Agent LLC and is located at 262 Chapman Rd Suite 240, Newark, DE 19702 https://www.bizapedia.com/de/eddystone-energy-llc.html. Republic Registered Agents LLC in Delaware (often referred to generically as a Registered Agent, Resident Agent, or Statutory Agent) serves as an authorized, physical, in-state point of contact for corporations and LLCs. They accept legal documents, lawsuit notices (service of process), and government correspondence on behalf of businesses. There are several other businesses in Delaware with the same address as Eddystone Energy because of this. Is Eddystone Energy LLC a “real” company? There is no address registered in PA, but there is an address in Belmont, MA under a registered agent Joseph Cleary, who refers to himself as an independent consultant and Renewable Energy Industry Executive on his LinkedIn page. The Massachusetts filing for Eddystone Energy LLC describes the business as “energy consulting.”

Eddystone Energy has apparently replaced Penn America LNG, which has dissolved, to push for the export facility by meeting behind closed doors with Pennsylvania agencies, Governor Shapiro’s office, the Philadelphia Mayor Cherelle Parker, and Eddystone Borough

The Delaware Riverkeeper Network discovered through Right to Know Law requests that these meetings began last year and are ongoing, although there has been no information available for the residents of Eddystone or the general public. The Delaware Riverkeeper Network and CRCQL held a webinar on February 9 and an in-person forum on February 22 in Eddystone to disclose what has been learned about the proposed project. On June 24, DRN held a public webinar reviewing all the records received to date and to discuss the implications of the proposed LNG export facility. CRCQL’s Zulene Mayfield joined as a guest speaker. The records received were posted on DRN’s web page and were the subject of an investigative news article in the Philadelphia Inquirer. A rendering of the proposed Eddystone facility was supplied by Eddystone Energy and is in the RTK records posted below.

Significant information in the RTK files, which cover 2025 and 2026:

• A Non-Disclosure Agreement (NDA) regarding this project was entered into by the PA Dept. of Community and Economic Development with Eddystone Energy on 10.08.2025 (DCED RTK files: https://drive.google.com/file/d/11YnS5gwvCfaJ7os7RRgERnOsnJq3T8sv/view)
• A DRAFT of a NDA with Penn America Energy Holdings LLC was considered by Eddystone Borough Council but apparently never finalized
• Support for the LNG project was expressed by Eddystone Borough Council members in a closed-door meeting in 2025 that was never publicly discussed, which does not comply with the PA Sunshine Act.
• Ongoing conversations seem to be occurring between Eddystone Borough Council and Eddystone Energy in 2026. How involved current (some are newly elected) Council members are is unknown.
• There was action taken this year by Eddystone Borough Council that could move the LNG project forward. Pictured below are 3 properties that Eddystone Energy was revealed to be discussing to buy in the RTK files. One of those parcels located at 1001Indistrial Highway (Rt. 291) has access to State Highway 291. In the RTK files, it was also mentioned that a through-road/driveway would be needed into that property to provide needed access to the three riverfront properties they would buy for the project. In April 2026 Eddystone Borough Council approved Resolution 2026-14 – “Authorizing the Acquisition of Property Located at 1001 Industrial Highway, Eddystone Borough, Through the Exercise of Eminent Domain”. It was stated at a July Borough Council public meeting that the eminent domain action was not connected to the proposed LNG facility but the Resolution and the files associated with the eminent domain action have not been produced publicly by the Borough, after months of delay.
• DRN, CRCQL and residents from Eddystone held a press conference outside of the Eddystone Borough Council meeting on July 12, 2026 to protest the lack of transparency by the Borough regarding the LNG facility. The group attended the Borough Council meeting and residents asked questions that prompted a statement that was read into the record by the Borough Council President. The statement text would presumably be included in the minutes for the July meeting but they have not been posted as of mid-September 2026.
• The most recent RTK requests filed by DRN have been delayed by the Council and minutes from the Eddystone Borough Council meetings since January 2026 have not been posted, despite a July vote by Council to do so. There is no explanation as why 2026 minutes and the resolutions attached to them have not been posted, despite numerous communications between DRN and Borough Council administration officials and the Borough attorney.
• The bottom line is that there is no room in Eddystone for the proposed LNG export facility. Eddystone Borough is one square mile of land area. (https://censusreporter.org/profiles/06000US4204522296-eddystone-borough-delaware-county-pa/ )

One square mile is 640 acres. Most LNG processing and export terminal facilities are typically located on approximately 1000 acres to provide buffering.

Even with using the three riverfront properties the company seems to be considering for purchase and perhaps other residential/commercial properties, safe distancing is impossible.

Population density in Southeastern PA is too compacted to provide needed buffering from polluting emissions and the estimated blast zone (see illustration below). The proposed LNG processing facility and related infrastructure, export operations, and enormous “bomb ships” jeopardize the entire region.
